The Hazelwood Rehabilitation Project EES includes a summary brochure, the main report with chapters that summarise each technical report and other key topics, detailed technical reports, and attachments. The main report is made up of chapters in three parts:

Part 1 provides an introduction to the project, including why it is needed, how it has been developed, the alternatives considered, and the planning and assessment framework. It also summarises community and stakeholder engagement and the main issues raised.

Part 2 includes chapters on each of the environmental assessments:

• Lake water balance and water quality

• Catchments, rivers and wetlands

• Groundwater

• Land and solid waste

• Ground movement and geotechnical hazards

• Ecology

• Aboriginal cultural heritage

Part 3 brings together key findings on Matters of National Environmental Significance, an integrated assessment on the project scenarios, and ENGIE Hazelwood’s environmental commitments to the project.

Each chapter is supported by detailed technical reports. The reports outline the detailed studies undertaken to understand the potential impacts of the project and ensure that the Scoping Requirements have been addressed.

The Attachments include several supporting documents that inform the EES but are not technical reports, such as the EES Consultation Report, the draft Planning Scheme Amendment, and the draft Declared Mine Rehabilitation Plan.

There are several ways you can view the EES:

• Printed copies are available to view at the Latrobe GovHub in Morwell, the Gippsland TAFE Traralgon campus, the Sale Library, and State Library Victoria.

• Printed summary reports are available for free at the venues above and at the Latrobe City Council offices in Morwell and Traralgon.

• The complete EES on a memory stick will also be available at these venues.

During the public exhibition period, anyone can make a written submission on the EES. The submission process is independently managed by Planning Panels Victoria (PPV).

Submissions must be made in writing and received by the exhibition closing date via the Engage Victoria website, using this link: https://engage.vic.gov.au/Hazelwood-Rehabilitation-Project-IAC

Submissions received during the EES exhibition will be considered by an Inquiry and Advisory Committee (IAC) appointed by the Minister for Planning. After the exhibition period, an Inquiry will be held, where people and organisations who have made submissions may be given the opportunity to present to the IAC.

To ensure the safety, stability and amenity of the Hazelwood site, final rehabilitation works in some form are required. The EES will assess which of the available options provide an acceptable outcome.

The Minister for Planning will provide a final assessment of the effects of the Project. The assessment will consider all relevant information including the EES documents, public submissions, ENGIE Hazelwood’s response and an inquiry report.

This information and the Minister’s assessment - as to whether the Project provides an acceptable outcome - must be considered by other government agencies who make statutory approvals decisions in relation to specific aspects of the Project.

These agencies will decide whether to approve the Project under Victorian law.
